Speaking and Voting Procedures


Convention Rules

 1. All voting delegates MUST have their membership registered on the membership list of their local PTA/PTSA and on the books of the treasurer of Utah PTA thirty (30) days preceding the annual convention (Utah PTA Bylaws).

 2. Non-voting delegates and visitors may attend all meetings of the convention, provided they register and pay a fee. A badge shall be provided for entrance to meetings.

 3. Badges will be required for admission to any and all portions of convention.

 4. Workshop presenters and guests shall be provided with identification badges entitling them to admission.

 5. During the general sessions, non-voting delegates will be seated in a designated section.

 6. Delegates are requested to be seated before the opening of each session.

 7. No message is to be presented directly to the chair (the president). All messages and announcements must be given to a designated person at one of the three floor microphones.

 8. Any person disrupting the business of the convention shall be asked to leave.

 9. The minutes of the convention shall be approved by a committee appointed by the president.

10. Robert’s Rules of Order Newly Revised shall govern the convention in all cases not provided for in Utah PTA Bylaws or these Convention Rules.

Speaking and Voting Procedures

 1. There will be no admittance or exit during a counted or standing vote.

 2. No delegate may represent more than one PTA unit when voting.

 3. Delegates must show their Convention Badge to make motions, debate, and vote.

 4. Only voting delegates may speak to or vote on a question.

 5. Resolution debate only addresses the Resolves

 6. Delegates wishing to speak will go to the nearest appropriate microphone attendant, sign in, and await recognition by the chair before speaking. When recognized, the voting delegate shall be prepared to give his name, the name of the unit represented, and the unit location.

 7. Before a delegate can be recognized to make a motion at the microphone, the motion must be written on a form obtained from a microphone attendant, signed by the delegate, and taken to the chair by a designated attendant.

 8. A delegate may speak only two (2) minutes at a time on any question and only twice on the same question. No delegate may speak a second time until all delegates seeking recognition have had an opportunity to speak. A delegate shall be informed when he has one (1) minute left to speak and when time has expired.

 9. No item of business, including bylaws and resolutions, shall be on the floor for more than 20 minutes unless debate time is extended. To extend debate time, the motion to extend debate must be adopted by a two-thirds (2/3) vote. Inquiry motions or points of order do not count in the 20 minutes.

10. The chair shall recognize delegates FOR and AGAINST a motion in alternating order.

11. The question on a motion should not be called until there has been a reasonable amount of discussion on both sides of the issue, at least two (2) “FOR” and two (2) “AGAINST.”
