Whar is a PTA in Good Standing?

For a local unit PTA to be “in good standing,” it must be in compliance with National PTA and Utah PTA bylaws and guidelines, including the following:
  • Adhering to the Purposes and basic policies of PTA
  • Having an EIN (Employer Identification Number) from the IRS on file with Utah PTA
  • Submitting the names and contact information of current officers to Utah PTA
  • Having bylaws renewed by Utah PTA every three years
  • Remitting national and state portions of membership dues to Utah PTA by dates designated (The current procedure requires local units to make monthly remittances, by the 25th of each month, with a final remittance by March 15.)
  • Submitting to council and/or region year-end financial statement, audit report, and approved budget
  • Submitting IRS Form 990EZ, if required (Generally, if the PTA’s gross receipts are normally more than $25,000, the unit must file with the IRS by November 15.)
If a local unit PTA is not in good standing, neither the unit nor the students attending the PTA’s school are eligible to participate in PTA programs (such as Reflections or Battle of the Bands) or receive awards. Sales tax refunds will not be issued to PTA units not in good standing, and these units may be subject to loss of their tax-exempt status through Utah PTA’s group exemption.


What is a 990EZ Form?

IRS Form 990EZ is entitled Return of Organization Exempt from Income Tax. If a PTA receives a Form 990 package but has an annual gross income normally less than $25,000, it must check box K, attach the label, sign the return, and send it to Utah PTA by October 15. If a PTA has an annual gross income normally more than $25,000, it is required to file a 990EZ and the related schedule A even if it does not receive a form package. Help and information are available from Utah PTA, if needed. A copy of the form should be filed in the PTA's permanent records.

What is a 990N e-Postcard?

Beginning in 2008, small tax-exempt organizations that previously were not required to file an IRS Form 990 or 990EZ may be required to file an annual electronic notice, Form 990N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations not Required To File Form 990 or 990EZ. This filing requirement applies to PTAs in Utah beginning with the 2007-2008 fiscal year. Like Form 990EZ, Form 990N is due to the IRS on November 15, following the close of the fiscal year. Training and assistance on filing the e-Postcard will be available from Utah PTA as additional information from the IRS becomes available.



Where do I get Membership Cards?

Membership cards are sent to the state and then given to the Region Directors based on the prior year’s membership. You will be given the amount of cards that you had submitted as members plus 10%. Each region will distribute the cards differently but generally they will be given to you through your Council President. If you need additional cards you should contact your Council President or Region Director. The membership year on a local level is set by the local PTA. It will generally run from the beginning of the school year until the next year. (From August to July.) The National PTA and Utah PTA membership year is from April 1 to March 31. Only membership received before March 31 will be counted in the current year totals.

Where can I find the positions PTA has taken on Legislation?

PTA takes positions based on the resolutions that have been passed at previous conventions. A copy of PTA’s positions and a resolution’s summary can be found in the Utah PTA Handbook and also on the Utah PTA website. During the legislative session weekly updates on bills the PTA is following are posted on the website. For National PTA positions you can look on the National website and in the Resource Book.

What are the deadlines for Reflections?

The deadline for local Reflections has been set as a state-wide date this year. Each council receives Reflections entries from locals by December 7. The council will then pass them on to regions before January 11. Regions then send their winners on to state. The state deadline is February 1.

What are the deadlines for awards?

The deadline for local award nominations to be given to council is January 25. The council is to give their nominations to region by February 8 and the Utah PTA deadline is February 22.
