PTA Units

A local PTA is a constituent organized under the authority of the Utah Congress of Parents and Teachers (the Utah PTA), an affiliate of the National Congress of Parents and Teachers (the National PTA).

PTA Trademarks

"Parent-Teacher Association" and "PTA" are registered service marks of the National Congress of Parents and Teachers (National PTA). Only those groups chartered by the Utah PTA are entitled to use the name "PTA". Any other use constitutes trademark infringement.



Bylaws

PTA unit governance is accomplished by the use of bylaws, according to Utah not for profit guidelines. Each unit's bylaws are renewed every three years. Current bylaws are required to be considered a unit in good standing, which is required for participation in many Utah PTA programs. Procedures to complete bylaws and regulations for good standing can be found in the Utah PTA Presidents Handbook.



Tax-Exempt Status

Utah PTA has secured a 501(c)(3) exemption ruling from the IRS recognizing it as a charitable, nonprofit organization exempt from paying federal income tax. Utah PTA also has a ruling from the State Tax Commission exempting PTA from state sales tax. Each of the locals and councils in Utah that are in good standing are covered by this group exemption status.

The Utah Sales Tax Law requires every PTA to pay sales tax on purchases under $1,000.00 and then request a refund. The Utah PTA treasurer has set up a procedure to follow when applying for a refund. See Utah PTA Handbook for further information. Vendors may request a tax exemption certificate that can be obtained by calling the Utah PTA office.



Forms to Be Completed & Deadline Dates

The following forms can be downloaded by clicking on the document title below.
  • Basic Fiscal Management Form: Before October 1
  • Local PTA/PTSA Ethics/Conflict of Interest Form: Before October 1
  • Sales Tax Refund Forms (Region, Council, or Unit): Before August 1 or February 1
  • Local Membership Remittance: Before the 25th of each month
