This is already being addressed through Prevention Dimensions in jr. high and the developing high school curriculum.

  Pretty much the same bill we supported last year. Drivers who are smoking in a car with a child in a car seat, would be subject to a secondary offense citation if pulled over for another reason. Second-hand smoke statistics indicate that SHS in a small, enclosed area such as a car is highly toxic and many times more dangerous. Senator McCoy had little support for this bill last year, but has come back with a couple of additions. The court may waive the fee if the driver can prove they are in a smoking cessation program, or if they have not been cited on this issue previously. In other words, first time offenders are potentially off the hook. Also, there is an amendment stating that citation on this issue cannot be used as a basis for reporting child abuse or neglect. Basically, it's an education tool

State funding has not kept pace with student increases nor with the increases of the number of participating schools, including charter schools.

  The request is for $1.7 million per year for three years to provide personnel, training (including principals), and assessment. Funding of the fifty teacher librarian salary and benefits will be shared on a 50% match basis between the state and each district awarded the grant. At the end of three years, it is expected that districts will assume the entire FTE of the teacher librarians. If assessment follows the pattern of all twenty preceding state studies and student achievement increases, there will be a further request to the Legislature to renew the program and begin incrementally to phase-in teacher librarians across the state.
