The majority of child trafficking cases go unreported due to the highly clandestine nature of the crime; policies and practices encouraging civil participation and cooperation in theprosecution of traffickers must be developed and enforced; and Whereas, It is also important that police, prosecutors and courts punish traffickers within a system that is quick and respects and safeguards the rights of the victims to privacy, dignity, and safety;
