Impact on Children: 

This bill allows school districts to collect impact fees to offset the cost of building new school facilities by charging those moving into the area up front to buy into the system that those already living in a community have been paying for through their property taxes.  This prevents the tax burden for building new schools from being passed on to homeowners and businesses in fast-growing areas and helps to guarantee that funding is in place to build necessary schools.
