Education

This bill:
▸ extends the sunset date of the Education Innovation Program (takes out the reference to 2027); Education Innovation Program, is repealed July 1, [2027] 2029.
▸ provides that grant money appropriated to the State Board of Education under the Education Innovation Program is nonlapsing"

Proposes changes to the article XIII section 5 of the constitution. Eliminates the constitutional provision on intangible property.

The current language: "All revenue from taxes on intangible property or from a tax on income shall be used:
(a) to support the systems of public education and higher education as defined in Article X, Section 2; and
(b) to support children and to support individuals with a disability" is striken

"▸ requires local education agencies (LEAs) to:
• add vulgarity to the definition of sensitive materials.
• engage in certain review processes when a parent communicates an allegation that an instructional material is prohibited by state law; and
• publicly vote on and explain a determination to reinstate or preserve student access to challenged instructional material;
▸ establishes the precedential effect of LEA and state board determinations;
▸ requires the State Board of Education (state board) to:
• review LEA determinations regarding certain sensitive material; and
• make rules, including to establish an age-appropriateness rating system for instructional materials;
▸ establishes a private right of action for judicial review of LEA and state board determinations regarding challenged instructional material;"
 

This bill amends requirements of the Effective Teachers in High Poverty Schools Incentive Program. Introduces the term Benchmark assessment. Cleans language for years past.

directs local education agencies to include certain evidence-based strategies for
13 children as part of their efforts to reduce student absenteeism;
14 ▸ requires local education agencies to provide professional learning opportunities for
15 educators to have the tools to address student behavior;
16 ▸ enacts new duties for the State Board of Education with respect to addressing
17 chronic absenteeism prevention and intervention; and
18 ▸ amends the responsibilities of the Division of Juvenile Justice and Youth Services
19 to require the use of evidence-informed and research-informed interventions

 This bill:
13          ▸     adds an appropriation adjustment for the educator salary adjustments and the
14     Teacher Salary Supplement Program;
15          ▸     modifies what constitutes an eligible teacher for purposes of the educator salary
16     adjustments and the Teacher Salary Supplement Program;

▸ requires a county to consider micro-education and home-based education entities as
15 a permitted use in all zoning districts within a county;
16 ▸ subjects a micro-education entity to the same occupancy requirements for Class B
17 Occupancy and prevents a home-based education entity from being subject to any
18 occupancy requirements beyond a primary dwelling requirements;
19 ▸ defines:
20 • education cooperative;
21 • extracurricular lessons;
22 • home-based education entity; and
23 • micro-education entity;
24 ▸ exempts a micro-education entity and a home-based education entity from
25 immunization requirements and compulsory education requirements
26 ▸ prevents government entities from regulating micro-education entity and
27 home-based education entity instructors, student assessments, and food preparation

"the bill requires LEAs to establish a "Content Transparency Policy"
Each local governing board shall establish a policy regarding the content and method of student instruction that:
(a) generally promotes transparency to parents and students"

 This bill:
13          ▸     repeals the Interventions for Reading Difficulties Program;

Prevents funding from a restricted foreign entity to the dual immersion program.
Aligns the dual immersion programs funding with the WPU (requiring growth and inflation adjustment)
