12 ▸ amends provisions concerning the offense of enticement of a minor;

13 ▸ requires the State Board of Education to provide a report on certain law
14 enforcement and disciplinary actions on school grounds to the State Commission on
15 Criminal and Juvenile Justice;
16 ▸ creates a juvenile crime prevention and intervention program to be administered by
17 the State Board of Education;
18 ▸ modifies requirements related to referrals for offenses committed by minors on
19 school property;
20 ▸ amends the requirements for the Criminal Justice Database;
21 ▸ removes a repeal date relating to referrals for offenses committed by minors on
22 school property;
23 ▸ modifies the duties of the State Commission on Criminal and Juvenile Justice in
24 regards to juvenile justice;
25 ▸ makes it a crime for a minor to possess an auto sear;
26 ▸ enacts data collection and reporting requirements for the State Commission on
27 Criminal and Juvenile Justice and the Administrative Office of the Courts in regards
28 to offenses committed, or allegedly committed, by minors;
29 ▸ amends provisions related to the detention of a child in a holding room if the child
30 is alleged to have committed an act that would be an offense if committed by an
31 adult;
 

5 ▸ requires a social media company to verify the age of Utah residents;
16 ▸ requires a social media company to obtain the consent of a parent or guardian before
17 a Utah resident under the age of 18 may maintain or open an account;
18 ▸ prohibits a social media company from permitting a person to open an account if
19 that person does not meet age requirements under state or federal law;
20 ▸ requires that for accounts held by a Utah resident who is under the age of 18, certain
21 social media companies:
22 • shall prohibit direct messaging with certain accounts;
23 • may not show a minor's account in search results;
24 • may not display advertising;
25 • may not collect, share, or use personal information from the account, with
26 certain exceptions;
27 • may not target or suggest ads, accounts, or content; and
28 • shall limit hours of access, subject to parental or guardian direction;
29 ▸ requires a social media company to provide a parent or guardian access to the
30 content and interactions of an account held by a Utah resident under the age of 18;
31 ▸ directs the Division of Consumer Protection to receive and investigate complaints
32 of violations of the requirements established under the act and impose
33 administrative fines for violations;
34 ▸ authorizes the division to seek enforcement through an injunction, civil penalties,
35 and other relief through the judicial process;
36 ▸ requires fines and civil penalties to be deposited into the Consumer Protection
37 Education and Training Fund;
38 ▸ requires an annual report from the division;
39 ▸ authorizes a private right of action to collect attorney fees and damages from a
40 social media company for harm incurred in relation to a violation of the
41 requirements established by the act; and

12          This bill:
13          ▸     defines terms;
14          ▸     enacts the Utah Social Media Regulation Act;
15          ▸     provides that a contract entered into by a minor by means of an interactive computer
16     service is invalid unless the minor's parent or legal guardian consents to the
17     contract;
18          ▸     prohibits a social media company from using a design or feature that the company
19     knows causes a minor to have an addiction to a social media platform;
20          ▸     grants the Division of Consumer Protection enforcement and auditing authority to
21     enforce requirements under the act;
22          ▸     authorizes a private right of action to collect attorney fees and damages from a
23     social media company for harm incurred by a minor's use of the company's social
24     media platform;
25          ▸     creates a rebuttable presumption that harm and causation occurred in some

13 ▸ defines terms related to the use of a wireless communication device;
14 ▸ prohibits certain uses of a wireless communication device while operating a motor
15 vehicle on a roadway;
16 ▸ provides limited exceptions to the prohibition on the use of a wireless
17 communication device while operating a motor vehicle on a roadway;
18 ▸ amends penalties for a violation

Subject to certain exceptions, prohibits a student from possessing a cellphone or smart watch in a classroom; and requires a local education agency (LEA) to enforce the provisions of this bill, in the manner determined by the LEA

14 ▸ prohibits a law enforcement agency that receives a firearm from the owner or the
15 owner's cohabitant for safekeeping from returning the firearm to the owner if the
16 owner:
17 • is a restricted person; or
18 • is alleged to have committed a domestic violence offense and is subject to a jail
19 release agreement or a jail release court order;
20 ▸ directs the Department of Public Safety to create a pamphlet detailing a domestic
21 violence victim's rights to commit the perpetrator's firearm to a law enforcement
22 agency under certain circumstances; a

12 ▸ amends provisions regarding the extension of a juvenile offender's term of secure
13 care;

12 ▸ prohibits the reproduction of child pornography evidence;
13 ▸ allows the defendant or victim to inspect child pornography evidence at a
14 government facility before trial;

▸ requires a law enforcement officer to conduct a lethality assessment when
13 responding to a report of domestic violence between intimate partners;
