National PTA and Utah PTA Position Statements:

National Position Statement Nutrition for Children and Families
The National PTA recognizes good nutrition as a key component in creating healthy and productive individuals. Ongoing study in the field of nutrition provides the public with constantly changing information on what constitutes a healthy diet, which can be confusing. In order to ensure that children and families have current and accurate information concerning nutrition and health the National PTA supports:
food service programs that promote the well-being of students by serving good nutritious meals year round; contribute to nutrition education; and reflect the diversity of the community. Local PTAs should be involved in monitoring and evaluating school meal programs to ensure high quality nutrition for children and youth in accordance with the guidelines recommended by the American Cancer Society, American Heart Association, and the United States Department of Agriculture;

National PTA Public Policy Agenda

Reauthorize the Child Nutrition Act One in six adolescents are obese, while one in five face hunger daily. The Healthy, Hunger-Free Kids Act (HHFKA) is a critical piece of legislation that improves nutrition standards in our nation’s schools. Reauthorization of the Child Nutrition Act must:
✓ Boost child health by including robust school meal requirements on milk, whole grains, fruits and vegetables, calorie limits, and limits on sugar and sodium
✓ Require schools to make nutrition information more readily available and enhance opportunities for parents to participate in the development of local school wellness policies
✓ Ensure low-income and at-risk youth have access to school meals programs
✓ Deliver technical assistance and resources to schools that are not meeting the nutrition standards

Utah PTA is a tireless advocate for parental involvement and unequivocally supports curriculum transparency. Utah PTA also strongly advocates for policies that strengthen respect and support for public education and the teaching profession. HB234 is not only onerous on teachers, its scope is too broad. Further, it is adversarial and litigious with unclear language behind "violations" and "aggrieved party". Utah PTA believes that the best outcomes can be reached with mutual respect and trust and opposes HB234.

Impact on Children:

Children are poorly served by this legislation. At best, the teachers will be worried about making any changes to the curriculum and will not as a result, share with students new information or new innovative ideas for fear of not meeting the stringent requirements. At worst, it pits parents against teachers, as opposed to having them partner in the education of students. Adversarial relationship, guided by mistrust are not in the best interest of students.

First and foremost, "Utah PTA urges the legislature to make public education revenue allocations and funding effort a high priority. We also encourage the legislature to adequately fund critical education needs, including but not limited to, class size reduction, teacher salaries, technology, textbooks and supplies..."
(EDU 2010-2 Education Funding)

We recognize that current education funding does not cover the costs of all curricular, co-curricular, and extra-curricular activities within our schools but are concerned with the overwhelmingly increasing fees being charged to students and families across the state.

Utah PTA supports school fees legislation and Board rule that provides a clear definition of a fee, requires the fee to be equal or less than the expense incurred by the LEA (Local Education Agency), and holds LEAs accountable for incorrectly charging school fees. We also support legislation or Board rule that requires an
LEA governing board to adopt a fee policy and fee schedule which includes public input and is available to students and families at registration.

While we support legislation and/or Board Rule that prohibits an LEA from charging a fee for a textbook; and other activities related to the school day, including, locker rentals. We are concerned about the additional costs that may be incurred by LEAs who currently charge for such expenses and continue to urge "the legislature to ... adequately fund critical education needs."

Utah PTA appreciates the value the establishment of education programs for students about gun safety may have. The National PTA believes that agencies with responsibilities for educational, health or welfare services must have provisions for adequate funding and structure to meet effective legislative intent[16] and to provide adequate funding for school and community services to children in areas under federal government control. Any health plan should provide adequate reimbursement levels to encourage the development of primary care practices and to ensure appropriate distribution of health resources to underserved areas, and not shift costs to families, particularly those of low income. Costs should be contained in all sectors of the health care system, and administrative procedures be simplified.

This would prohibit the prosecution of children who are 12 years of age or younger. Under the bill, the state will retain its ability to detain children involved in more serious crimes that are violent or involve sexual assault, for example. But for other lower-level crimes, children would be kept out of the court system, and in their homes. This way, the state can address the problems with other mechanisms such as therapy, specialized education, or health services.

Prohibit youth who are charged with a serious crime from being tried in the adult court system unless there has been an opportunity for a judicial hearing and appeal.

National PTA Public Policy Agenda

Every child should have the opportunity to reach their full potential—even if they make a mistake while growing up. Second chances are important as children learn and grow into adulthood. However, for far too many youth, one mistake may drastically change their futures. This is why PTA has long advocated for family and community-based alternatives to children entering the juvenile justice system and is pleased that Congress reauthorized the Juvenile Justice and Delinquency Prevention Act (JJDPA) in 2018.

Impact on Children:

This innovative suicide prevention approach gives people the option to voluntarily suspend their ability to buy guns, acknowledging they may experience a future mental health crisis and don’t want to impulsively buy a firearm that could cause fatal harm. The goal is to help people stay alive and safe if a crisis were to occur—while respecting Second Amendment rights.

Over the past two years, the bill was designed with the direct input and consultation of Utah mental health and suicide prevention leaders who feel that this is an important tool in the toolbox of suicide prevention.
