Community Engagement

This resolution highlights the importance of a supportive network of adults for child success and encourages Utahns to build networks to support and create opportunities for children in the state.

This resolution:
15          ▸     recognizes the 125th anniversary of the National Parent Teacher Association;
16          ▸     acknowledges the importance of engaged and involved parents and families in
17     strong student academic performance;
18          ▸     recognizes the role of the National Parent Teacher Association and Utah Parent
19     Teacher Association in engaging parents and families in their children's education to
20     elevate student performance; and
21          ▸     encourages all citizens of Utah to actively engage in the education of the state's
22     children and youth.

 This resolution:
celebrates the contributions of multilingual and multicultural families to Utah's  schools, recognizes the state's previous support for Utah's multilingual and multicultural families; encourages schools to utilize the "Parent and Family Engagement" self-reported indicators in the statewide school accountability system to highlight efforts to engage multilingual and multicultural families in conjunction with the federal Title I Compliance Cycle; encourages the State  Board of Education to expand the "Parent and Family Engagement" sample indicators to include metrics specific to multilingual and newcomer family engagement; 

This resolution affirms that differences in access to opportunities and resources according to race persist; highlights racial disparities in health measures, including COVID-19 risks;
describes calls by various organizations for racism to be addressed; declares racism to be a moral and public health crisis; and expresses the Legislature's commitment to:
• identify and abolish state policies that are discriminatory; and
• identify actions that may be taken by the state to help mitigate the impacts of
any discriminatory policies of the past.
 

This bill:
creates the task force, addressing:
 •     membership;
 •     quorum requirements; and
 •     compensation for task force members;
requires the Office of Legislative Research and General Counsel to staff the task force; and specifies duties of the task force.

 This bill:
▸     imposes requirements on signature gatherers and provides criminal penalties for violation of those requirements;
