Utah PTA is supportive of an increase in funding for Necessarily Existent Small Schools and a better funding path for rural students is highly desirable. However, we urge legislators to be very careful that the allocation does not damage any individual schools so that the needs of their students will continue to be met.

Necessarily Existent Small Schools (NESS) is a program that serves a vital need in our state. Additional funding is given to schools that are desperately needed but do not have the student population to support a school without additional resources. Providing a better funding path for these students is highly desirable, and PTA supports resources being provided to make these schools possible.

Utah's consent laws make it to minors are unable to access services to help them quit smoking and vaping without a parent's consent. Some minors won't ask their parents, because they are trying to hide their usage of these products. There is some concern that by making this exception, it opens the door to other exceptions that we may not support (extreme example would be abortion). This bill is very specific in that it ONLY applies to tobacco & nicotine cessation services.

While Utah PTA supports adequate funding for federal and state housing programs that will increase the number of affordable housing units we are also resolved to encourage the legislature to take all necessary steps to ensure stable and adequate funding mechanisms to properly facilitate the education of all students including but not limited to areas of high growth. Removal of the tax increment income from LEAs, severely hinders their ability to properly manage the potential growth due to increased housing.
