Impact on Children:

Student counts are determined by enrollment on October 1st. However, districts set their budgets and hire teachers by June. If we modify the formula to deduct funding in the case of fewer students showing up in October, the district has already hired teachers and budgeted for the higher number of students. This will cause a lot of budget issues for districts.
